As Cymru Yfory point out, the all Wales Convention provides an opportunity to start a wider debate about the KIND of Parliament
that we need.

Strictly speaking, the referendum won't be on a Scottish style parliament, as some like to refer to it, because it won't give the Assembly a general power to legislate, but only a power to legislate in 20 defined fields. It's a lot more than we have now, but it's still not quite the same as the Scottish model.

These fields, for example, don't include energy consents for large power stations or powers of criminal justice and policing, as Scotland has.
